Current Shea Homes update from September 9th HOA meeting

Dear TrailMark Residents,

We wanted to give those who couldn’t attend the September 9th HOA meeting an updated report from two of the four guest speakers.

The Pachner Company, who is the developer for Shea Homes, explained that there is currently an IGA (Intergovernmental Agreement) between the City of Littleton and Jefferson County to approve Shea’s proposal to build the recently proposed 27 new Shea Homes north of the fire station. The IGA requires the posting of the orange signs near the Shea property to inform all of us who live near this site of the Planning and Zoning Public Hearing Notice.

The recently installed orange signs mention a Planning Commission Hearing with Jefferson County at 6:15 p.m. on September 24, 2025. The sign also mentions a Jefferson County Board of County Commissioners Hearing at 9:00 a.m. on October 14, 2025. The Pachner Company presenter (Jasper), along with the group presentation from Rooted in Littleton, explained that the City of Littleton is also part of this IGA notice and posting. It was very evident from the speakers tonight that the reason for the increase in number of future homes in the current IGA proposal from 27 homes (on the proposed map from Shea Homes, below) to 76 possible homes (in the current IGA proposal) would satisfy a suggestion from the City of Littleton and Jefferson County to plan for the possibility of affordable housing.

The Pachner Company assured homeowners tonight that Shea’s intention is to ONLY build 27 homes as seen in the attached drawing, which is just a draft at this point. If you as a resident are concerned about the City of Littleton and Jefferson County forcing Shea Homes to increase the amount of homes in their application, then please make your voice heard to Jefferson County at the above contacts.

If you are against this increase in the potential number of homes to accommodate affordable housing, then it is very important that you also make your voice heard to the City of Littleton Council Members. The best way to do this is to attend one of their Regular Meetings where you can make a comment and voice your concerns at the beginning of their Council meeting during Public Comment. According to the City of Littleton website (littleton.gov), the next Regular Meeting for the City Council is Tuesday, September 16th at 6:30 p.m. at the Littleton Center, located at 2255 W Berry Avenue in Littleton. If you plan to speak at a City Council meeting, you will need to sign in ahead of time and you will be limited to 3 minutes – so arrive well prepared. Public comments are only taken at Regular Meetings for Littleton City Council, so if you can’t make the September 16th meeting, the next Regular Meeting is set for October 7, 2025 at 6:30 p.m.

TrailMark resident Mark Brautigam, who is a realtor, attended the September HOA Board meeting and was assuring many concerned residents that this is just a procedural thing and that Shea Homes will most likely still build just the 27 homes, but this has to get through the governmental muck of the zoning and application process.

Again, the TrailMark HOA is not taking a political side one way or the other, but rather, we want to give our residents all the necessary information to publicly voice their opinions so your voice can be heard. Please be active because this project involves your community, your neighborhood, your schools, your HOA, and ultimately your property values.

We hope this information helps. Our HOA Board invited the Pachner Company to attend our November 11th HOA meeting, which they verbally agreed to attend. Until then, please watch the TrailMark.org website and the HOA Facebook page for further Shea Home updates as they arise.
