We wanted to provide a clear update on the TrailMark proposal and our next steps. We understand there has been some confusion about our application, so we are delaying all public hearings until we can meet directly with the community. To allow time for that conversation, we’ve scheduled a neighborhood meeting on Wednesday, October 30 at 5:30 PM at the Peak Community & Wellness Center, 6612 S Ward St, Littleton, CO 80127 in which the TrailMark neighborhood will formally be noticed.
While there is still a Jefferson County Board of County Commissioners (BOCC) hearing listed for October 14, our intention at that meeting is only to request a continuance so that we can hold the October 30 neighborhood meeting and clarify our proposal before any formal hearings take place.

Shea Homes Update

Hello TrailMark Neighbors,
I just hung up the phone with Marcus Pachner who is the developer for the new Shea Homes being built across from the fire station.
There are a couple of updates. As many of you who attended the Jefferson County meeting on September 24th know, the hearing date is being pushed back so Shea can do a mandatory community meeting with all of us.
I found out that the community meeting will be held the evening of Thursday, October 30th. The time and location are still being finalized. As soon as we get the details, we will publicly announce them on the TrailMark website (trailmark.org), the TrailMark HOA FB page, and we will do an email blast to the email addresses that we have.
Fortunately, by attending the October 30th meeting, you will get to hear from the Pachner Company who represents Shea Homes, the City of Littleton and Jefferson County. This is a meeting you don’t want to miss. Jefferson County will also be mailing post cards in the mail with the date, time and location as soon as they know as well.
As noted on the new signs near the Shea lot, you will see a meeting date of October 14th. Marcus said that the October 14th meeting is just to accept the later hearing date in order to satisfy the mandatory community meeting of October 30th.
So as not to confuse you, please mark your calendars to attend the October 30th meeting. This community meeting will clear up any unknowns and be filled with lots of information. Please come with your concerns and questions. We hope to have the exact time and meeting location within the next few days, and as soon as we do, our HOA will make sure you are the first to know.

Current Shea Homes update from September 9th HOA meeting

Dear TrailMark Residents,
We wanted to give those who couldn’t attend the September 9th HOA meeting an updated report from two of the four guest speakers.
The Pachner Company, who is the developer for Shea Homes, explained that there is currently an IGA (Intergovernmental Agreement) between the City of Littleton and Jefferson County to approve Shea’s proposal to build the recently proposed 27 new Shea Homes north of the fire station. The IGA requires the posting of the orange signs near the Shea property to inform all of us who live near this site of the Planning and Zoning Public Hearing Notice.
The recently installed orange signs mention a Planning Commission Hearing with Jefferson County at 6:15 p.m. on September 24, 2025. The sign also mentions a Jefferson County Board of County Commissioners Hearing at 9:00 a.m. on October 14, 2025. For information on how to attend these Hybrid Public hearings with Jefferson County, please contact Sara Kohles, case manager at Jefferson County, at skohles@jeffco.us or 303-271-8734. The Pachner Company presenter (Jasper), along with the group presentation from Rooted in Littleton, explained that the City of Littleton is also part of this IGA notice and posting. It was very evident from the speakers tonight that the reason for the increase in number of future homes in the current IGA proposal from 27 homes (on the proposed map from Shea Homes, below) to 76 possible homes (in the current IGA proposal) would satisfy a suggestion from the City of Littleton and Jefferson County to plan for the possibility of affordable housing.
The Pachner Company assured homeowners tonight that Shea’s intention is to ONLY build 27 homes as seen in the attached drawing, which is just a draft at this point. If you as a resident are concerned about the City of Littleton and Jefferson County forcing Shea Homes to increase the amount of homes in their application, then please make your voice heard to Jefferson County at the above contacts.
If you are against this increase in the potential number of homes to accommodate affordable housing, then it is very important that you also make your voice heard to the City of Littleton Council Members. The best way to do this is to attend one of their Regular Meetings where you can make a comment and voice your concerns at the beginning of their Council meeting during Public Comment. According to the City of Littleton website (littleton.gov), the next Regular Meeting for the City Council is Tuesday, September 16th at 6:30 p.m. at the Littleton Center, located at 2255 W Berry Avenue in Littleton. If you plan to speak at a City Council meeting, you will need to sign in ahead of time and you will be limited to 3 minutes – so arrive well prepared. Public comments are only taken at Regular Meetings for Littleton City Council, so if you can’t make the September 16th meeting, the next Regular Meeting is set for October 7, 2025 at 6:30 p.m.
TrailMark resident Mark Brautigam, who is a realtor, attended the September HOA Board meeting and was assuring many concerned residents that this is just a procedural thing and that Shea Homes will most likely still build just the 27 homes, but this has to get through the governmental muck of the zoning and application process.
Again, the TrailMark HOA is not taking a political side one way or the other, but rather, we want to give our residents all the necessary information to publicly voice their opinions so your voice can be heard. Please be active because this project involves your community, your neighborhood, your schools, your HOA, and ultimately your property values.
We hope this information helps. Our HOA Board invited the Pachner Company to attend our November 11th HOA meeting, which they verbally agreed to attend. Until then, please watch the TrailMark.org website and the HOA Facebook page for further Shea Home updates as they arise.

Builders for new Shea Homes to give update at HOA Board Meeting
September 7, 2025
Please come to our HOA meeting this Tuesday, September 9th at 6:00 p.m. The Pachner Company is a scheduled guest on our agenda. They will give a brief update about the new Shea Homes. They plan to explain the yellow and orange signs, as well as the progress being made to this point. You’ll be able to ask questions to the presenter as well.

Shea Homes Update

Dear TrailMark Residents,
This afternoon, our HOA Board was notified of a current update to the new Shea Homes being built north of the Fire Station. There really hasn’t been an update since our March 2025 HOA meeting.
After receiving the notice, I spoke with the planner/engineer of the project. In summary, this is just a formality from Jefferson County explaining the Intergovernmental Agreement (IGA) and the Comprehensive Development Plan (CDP). In this post to the community, I will bullet point some facts and squash some rumors from reading the posted Jefferson County Notice.
Facts:
- Shea Homes owns this mentioned property.
- Shea Homes intends to build 27 to 30 homes on this property (map shows 27 homes).
- Shea Homes can’t start building until they have a green light from Jefferson County and the City of Littleton.
- Once built, these homes will be part of the TrailMark HOA and will be assessed quarterly.
- These additional homes will also be taxed annually by the TrailMark Metro District.
- This process will still highlight the ever mentioned “View Corridor.”
- Chatfield Activity Center was the name of this lot when Shea was first developing back in the early 2000’s (part of legal application).
- Currently there are 799 homes in TrailMark (this includes 659 single family, 68 patio homes, and 72 condos).
- After this build, there will be approximately 826 to 829 total homes in TrailMark.
- The 876 mentioned homes is a TOTAL number that the City of Littleton and Jefferson County cooperatively agreed to cap as the amount of homes in ALL of TrailMark to preserve our community. (The city and county suggest a cushioned number to the builder setting a maximum amount of homes in the entire neighborhood – there are no other builders who own land in TrailMark, so there is no need to stress about an additional 47 to 50 homes because it is highly unlikely).
- Shea will not entertain any other monetary offers because they are building homes on this lot.
- The proposed preliminary site plan is part of the application and is a draft at this time, not final.
- Public comments to Jefferson County are due to Sara Kohles by Monday, August 18, 2025 (see contact information below).
Rumors put to rest:
- The TrailMark HOA doesn’t own this lot.
- The TrailMark Metro District doesn’t own this lot.
- Chatfield Activity Center doesn’t mean Rec Center or Activity Center (it was the original named piece of land by Shea).
- Shea is not building an activity/community center on this lot.
- Shea is not building a pool on this lot.
- Shea is not building a rec center on this lot.
- According to Jefferson County and the City of Littleton, 76 homes cannot and will not fit on this lot.
Surrounding this mentioned property, you will see three (3) posted yellow signs informing the community of the application process for Shea to build these homes. We are also publishing the proposed “Preliminary Site Plan” which is part of this Jefferson County application. You will notice on this map there are 27 planned new homes. The new planned view corridors which are part of this IGA are also marked on this map.
Our HOA Board will continue to publish any and all notices that we receive so our residents can be thoroughly informed. We are trying to get one of the planners of these homes to attend our September or November HOA meeting so some of you can ask questions in person. Scheduling is still in the works, but please watch our posted agendas on trailmark.org, and we will also post an article if one of the planners confirms to meet during one of our HOA meetings with a new update.

The Board recently listened to a presentation by Shea Homes regarding possible development of the property along Wadsworth. Currently, Shea Homes is looking at the development of single family homes in that area. They will be ranch style homes to fit with the existing look of TrailMark. Please note, Shea Homes will be providing the HOA with a document to explain their proposed plan. Once received, it will be posted on the TrailMark website. Last month (December 2019), Shea Homes invited TrailMark to meet to explore the potential of their pursuing development of their 7+ acre property located at the north side of TrailMark Parkway and Wadsworth Boulevard. With the holidays over and schedules back to “normal” the HOA Board met with them on January 27, 2020 at the Shea offices in Lone Tree.
As a refresher, Shea Homes owns the 7+ acre parcel. It is currently zoned Commercial with permitted uses of:
Office uses (general offices public and/or private), financial, educational, laboratory and health care institution.
- Commercial uses, including retail sales and/or services, recreation or entertainment facilities, restaurants, and day care.
- Public or private clubs or facilities.
- Lodging, churches, and other uses determined by the City of Littleton Development Review Committee to be similar in character and impact to those listed above.
During the meeting with Shea, Shea Homes Vice President explained that they have listed the property for about four (4) years and have received some commercial inquiries. However, at this time, Shea is exploring development of the property themselves. Their initial concept is to build approximately 31-32 ranch-style homes, geared towards empty-nesters or those looking to downsize, a market that is currently very popular in the Denver-metro area. The homes would be built in 4-packs (4 homes each having a double garage and sharing a cul-de-sac). The proposed sub-community is targeted to be part of the existing TrailMark HOA. At this time, the design of the 7+ acre sub-community is being explored including house designs, grounds around the homes, entrance/exit, traffic and environmental concerns, and how this new sub-community would best blend into the greater TrailMark community.
A few notes of which to be aware:
- The documents posted on the City of Littleton website and posted to Facebook are not a formal request but a pre-inquiry to the Department of Community Development, to “test the waters” of this concept, within the greater City of Littleton. The next step in the City’s process is to schedule a pre-application meeting (again not a formal request) to provide general information to an applicant about the development review process, the review timeframes, and development fees. The applicant then evaluates the process and code requirements to determine whether they will move forward with a formal request to the City. - Regarding timelines from planning to building if the concept is eventually formally submitted. The Vice President stated that with a re-zoning requirement, research with other agencies, studies to be conducted, etc., it will take a minimum of 12-18 months just to get the paperwork completed.
- Shea plans to initiate a public outreach program with TrailMark homeowners in order to apprise all of the project and allow homeowners the opportunity to provide comments. We expect there to be multiple community meetings as the project moves forward.
- Throughout the initial planning, Shea has committed to keeping TrailMark apprised of their progress and will be available for community meetings, as appropriate. By the same token, the Board has committed to advising Shea of homeowner comment in an effort to keep this process as painless as possible.
From the Board:
Given the abundant commercial uses available via the current zoning and the interest expressed by various entities, it is a foregone conclusion that this property will be developed. It is in TrailMark’s best interests to stay connected with Shea, providing them with community concerns and issues, several of which were passed on to them during the initial meeting. Given Shea’s commitment to TrailMark, TrailMark is in a position to influence some of what may ultimately be put on this parcel. Shea wants to work with us. We have been clear that the parcel and what is put on it is a priority for us so that we may protect our environment, investment, and TrailMark way of life. We are committed to keeping our homeowners apprised of information we receive. Stay tuned as we learn more.

During the July TrailMark HOA Board meeting, the proposed senior center project was discussed. The HOA board asked for volunteers to take on the project of developing a strategy for responding to the proposed project. 10 residents/homeowners volunteered. Additional information may be found on the TrailMark website and Facebook sites as it becomes available.
The first TrailMark Development Advocacy Committee, to be referred to as TDAC, meeting was held on August 2nd, at 6:30pm in Fire Station 19. Purpose of the meeting was to discuss the proposed senior living center on the north corner of Wadsworth and TrailMark Parkway, and to develop a strategy for (1) responding to both the City of Littleton and to the project architect; (2) informing the TrailMark community of the proposal and actions being taken on their behalf; (3) develop a strategy for gauging community concerns with the proposal.
HOA President Sally Janssen reviewed the city’s Development Review Process, suggested an approach, and asked for ideas on how to best respond to the issue. The Committee is currently developing a written response to the architect and the City, in preparation for the scheduled Pre-Application Meeting between the City of Littleton and the project architect scheduled on August 23rd. In addition, the committee is developing a strategy for soliciting community involvement in order to gather homeowner concerns and to obtain signatures which will demonstrate to the City and the architect, our homeowner commitment to involvement throughout the process. Committee concerns include potential:
- Degradation of TrailMark’s natural environment, open space, and other amenities
- Increase in vehicular traffic
- Noise and light pollution
- Maintenance responsibility for community facilities/amenities
- Disrupted view of Chatfield Reservoir
- Potential loss in home value
- Safety and risk concerns
The committee also recognizes potential positive impacts of the project which may also be addressed during the process.

The Shea property was discussed at the July 12th HOA Board meeting. The property has a potential buyer who has submitted a preliminary property proposal to the City of Littleton. It is important to note that this is a proposal and a formal plan has not been submitted for evaluation.
What we know so far is that the entity considering the property purchase is proposing a senior living center. The proposal includes three buildings, 156 parking spaces, and “significant” green space. A four story building is planned for independent living with attached community center, and a two story building is planned for assisted living.
The architect has requested a meeting with the City of Littleton to discuss a variance for an additional 10 ft of building height equaling 60 ft in total height. In addition, the architect must request a modification to the existing planned development documents to allow a new type of use. This is not a zoning change but an amendment to the original plans. This will require a community meeting and we encourage everyone to watch the website and TrailMark HOA Facebook page for information on when that meeting will take place. The Facebook page and the website will be updated most often as we receive more information.

Please be advised that the City of Littleton has received a pre-application for development of the 7.65 acre property at Wadsworth and TrailMark Parkway. The application is to ask for a variance to the zoning allowance: to ask for a 4-story building which is higher than the allotted building height. The development is being proposed as a 182 unit, Senior Living Center that is 2 buildings with over 200,000 sq ft of living space. This totals 6 stories of development with over 150 parking spaces. Currently, information is minimal but feel free to join the Board meeting on Thursday night (July 12th) as this will be discussed and the Board would like to gather as a community to discuss this as a neighborhood. The HOA met with the Legend Partners representative, the entity listing the SHEA property at TrailMark’s entrance (Wadsworth and TrailMark Parkway). The current status is that a Purchase-Sales Agreement is being negotiated. Due to contractual agreements between SHEA and Legend, we are not privy to who has submitted the offer nor the intended use for the property. Once the agreement is signed, the listing agent stated that he will help the HOA gain a meeting with the developer to begin discussions regarding neighborhood concerns with the use of the property. Once we know more, we will publish that information.
